I am clearly biased when it comes to The Flash as my favorite hero - but it seems to me that given all his powers enable him to do, he seldom comes across a villian anywhere near his class of power. But then of course, I'm also of the opinion that Flash could easily wipe out Superman...
Obviously raw power isn't the measure of the hero since it requires some thought to navigate circumstances where the situation provides most of the conflict but really - how much of a challenge are half of these villians?
Don't get me wrong - I don't want to see the Rogues Gallery go anywhere. Half of their charm is that they are screw ups.

Zoom-Faster than he is and also makes things personal. Mirror Master-His powers make him a very very dangerous threat. Weather Wizard-His powers also make him a huge threat. Captain Cold-The fact that he's so experienced with how the Flash operates is dangerous. Gorilla Grodd-Can invade Flash's mind. I'd say his foes are no pushovers(well except for Axel maybe lol)

Also, Abra Kadabra when he's at the top of his game (i.e. not in Bart's series) can do just about anything. His only weakness is his obsession with applause.

All that being said though, if a Flash is at the top of his game there's no stopping him. They can do just about anything to stop someone. No snowstorm, ice gun, giant monkey or a mirror will stop him. Zoom poses the greatest threat of course, and then Grodd.

I was saving this bit for an entry regarding a number of aspects of Flash's powers - and real world physics but... [Since single cells can't fire at a rate that much greater than 1,000 times per second Flash would still have a bit of a problem getting around. He would need a MUCH larger network of cells to have an average firing rate to handle his pace and even then he would be limited by the speed of the electrical impulses traveling along axons.] Grodd's powers are not centered around a quantum physics' defying physiology so while he may be a psionic super-ape, Flash's minimum required mental capacity to use and control his own power would render him invulnerable to Grodd's powers. [Since Flash can "think fast enough" to control his velocity at light speed, it's a safe bet that any villian attempting to read his mind or take control of his thoughts would be incredibly overwhelmed. That would be like trying to read millions of words all printed in exactly the same spot.] In regard to Zoom - He is probably the most likely contender but keep in mind, if Zoom is faster than Flash - Flash is not the fastest man alive.
